Nassau County Pavement Management Program Drives Award-Winning Results

During the Wednesday, March 18, 2026 Board of County Commissioners meeting, Road Director David Hearn presented, announcing that Hubbard Construction Company received the District 2 Roads and Streets Builder of the Year Award from the Asphalt Contractors Association of Florida. This award was earned through their work on projects within Nassau County’s Pavement Management Program, including River Road in western Nassau County and Simmons Road on Amelia Island, which has provided Hubbard with the opportunities to showcase their quality and expertise.

“In 2021, when we developed the Pavement Management Program, Hubbard was awarded the contract for level and overlay projects,” Hearn said. “In my opinion, we’ve seen a really big improvement in the quality of overlays completed. The program has given them enough work to turn their efforts into well-deserved victories.”

The County thanks Hubbard Construction for their outstanding service to the County and also recognize the hard-working employees of the Road Department, whose dedication ensures these projects are completed to the highest standards.

The Pavement Management Program, approved in 2021, uses unbiased road condition data to prioritize resurfacing projects. Because of this plan, the time between resurfacing projects has decreased from 86 years to just 22 years, extending the life of most roadways by 20+ years.
