The Florida Department of Children and Families announced today that Family Support Services, one of Florida’s leading child welfare agencies, will assume responsibilities for managing child welfare services in DCF’s Circuit 6, covering Pasco and Pinellas counties.
“FSS looks forward to sharing its proven prevention model and partnering with the Department, local law enforcement and state attorneys, providers, and the Circuit 6 community to build a robust network that helps families thrive.” said FSS President and CEO Jenn Petion. FSS has built a successful system of care in Duval and Nassau counties using a model that focuses on family preservation, collaboration with the community, kinship support, and timely permanency. The agency is confident that these fundamental elements will also greatly benefit the children, families, and communities in Circuit 6, Petion said. Not long ago, the system of care in Duval and Nassau counties was struggling. However, since 2007 when the foster care system was transformed to a community-based care model, the total number of children in out-of-home care decreased 54 percent from 2,117 children to 970 children. “We’ve been successful in part because of our ability to mobilize available resources in the community and build lasting relationships, particularly with those entities with a proven record of helping improve challenging systems of care,” Petion said. “We look forward to walking alongside the partners of Circuit 6 to share our lessons learned and to help strengthen the system of care for Pasco and Pinellas counties.” FSS’s mission is to be the leader in providing safety, stability, and quality of life for all children by working with the community to strengthen the family unit. The agency looks forward to continuing this work in Pasco and Pinellas counties, Petion said. “We can accomplish this by putting in place a strong local leadership team that will work to implement a model of family preservation that we know, through experience, can reduce the number of children in state care,” she said. Family Support Services of North Florida (FSSNF) is the lead agency for foster care, adoption and family preservation in Duval and Nassau counties. Through community-based care, FSSNF provides services and programs to help prevent child abuse and neglect, to promote a healthy family environment and to care for our community’s children in foster care. The Ribbon Cutting was held on November 10th, but unfortunately, the contractor had a few items to finish and we were unable to open it the day of the Ribbon Cutting as originally planned.
Several residents have inquired about the speed limit still being posted at 40mph. Please be advised that in order for a speed limit to be changed, a speed study/traffic count must be completed in accordance with Florida Statutes, Chapter 316.187. Nassau County Engineering Services will conduct the study within the next few weeks and the speed limit will be adjusted as allowed by the Florida Department of Transportation. This is done every ten years to capture changes to the local population and adjust district boundaries to ensure all residents across the Country are equally represented. The census data collection is also used to determine the number of seats each State has in the U.S. House of Representatives and directly affects how trillions of U.S. dollars are distributed to local governments to fund hospitals, schools, and roads. After each decennial census, the County Commission is redraw district boundaries to reflect changes in the local population, to ensure all residents across the County are equitably represented. Civic engagement and public participation were integral in properly executing this critical public duty. On October 15, 2021, Nassau County launched a redistricting webpage which allowed Nassau County residents to learn more about about the redistricting process, locate community meetings, and review the Preliminary Electoral Redistricting Report. The page also included three, interactive maps which reflected how electoral districts could be redrawn. On October 26, 2021, Community Meetings were held in Callahan and Fernandina Beach. An additional Community Meeting was held on in Yulee on October 28, 2021. The Board of County Commissioners and School Board then held a Joint Meeting on November 3, 2021, at which a consultant provided an overview of the redistricting process and a review of the three district maps under consideration. Together, the group determined that Option 3 was the best option. The Board of County Commissioners then held a Special Meeting on November 8, 2021 and voted to set the public hearing for December 13, 2021 to adopt Option 3. An outline of Option 3 is shown below however a full, interactive map can be located here. Laureen Pagel, Ph.D., CEO lpagel@spbh.org November 23, 2021 Yulee, Fla: Starting Point Behavioral Healthcare announced its partnership with the Fernandina Beach Police Department to bring the first Co-Responder unit to the city of Fernandina Beach, Florida. The Co-Responder Unit will include one Starting Point behavioral health clinician and one crisis intervention trained (CIT) law enforcement officer. The team will work side by side using their combined expertise to respond to calls in the community, de-escalate situations, and help link individuals with behavioral health issues to appropriate services. “The Co-Responder program is the first of its kind in Nassau County, Florida,” says Laureen Pagel, CEO at Starting Point. “However, it is not a new concept. Regional and national Co-Responder programs date back several decades and have paved the way with demonstrated success in deescalating emergency and crisis situations. We can’t wait to track the progress and see the change right here in Fernandina Beach.” The goal of the Fernandina Beach Co-Responder unit is to improve public safety, increase access to behavioral health services, improve community relationships between the public and law enforcement officials, and decrease repeat encounters with the criminal justice system. Among others, the unit will respond to the following situations:
“I value the long-standing partnership between the FBPD and Starting Point Behavioral Healthcare,” says Mark Foxworth, Chief of Police at the Fernandina Beach Police Department. “I am excited about this new partnership and believe it will be beneficial to the community and to the police department. We have identified an officer that the new position will partner with but the vision is for the mental health professional to be a resource and to partner with all members of the FBPD to address various issues including the members of the homeless population suffering from mental health or substance use issues.” The Fernandina Beach Co-Responder Unit was fully funded earlier this year in the Florida Leads Budget through a special project called Project T.A.L.K.S. The Unit will begin responding to calls in Fernandina Beach on January 1st, 2021.
